The Sixers actually didn't lose much on this trade.  Saric was shooting poorly in 2016~17, then improved a lot in 2017~18, but this season he only shot 36.4% (30% at 3's), and he is not a good defender.  I imagine they really want to get rid of him anyway.  And Bayless is an injured player.  The 2022 2nd round pick is not that valuable at all.  So the only valuable part in the offer is really Covington, who is an above average shooter and defender.

The reasons are:
(1) The Rockets were the #1 team last season, and even though they didn't start the season well, it was partly due to small injuries of the core players (Harden, CP3). Their future picks will likely fall into the #20~30 range and not very valuable.
(2) The TWolves are not playing well this season.  There is no telling whether the current GM/coach will be here long if the team doesn't improve soon.  The Rockets' picks are too far off (2019, 2021, 2023, 2025) to be useful for the current GM/coach (Layden/Thibodeau).  Covington will provide immediate help to the team!  His good defense (what the TWolves lack) and shooting are very helpful.
